Abstract
Undertakes a systematic examination of the impact of the institutional framework on the operations of the small-scale sector within Jamaica. Explores the impact of the cost and benefits of regulation on the small scale entrepreneurs. Uses as a guide, the work of the ILO, which specifies three different aspects of legality: business registration, taxation and labour protection. Shows that for small enterprises in Jamaica, the process of becoming part of the formal system of business regulation is a trade-off between the benefits of increased visibility and the deflection of resources and income to meet official requirements. Concludes that in small-scale manufacturing in Jamaica, compliance levels increase with the size and the visibility of the firm, but decrease with distance from the urban center....
