Abstract
Discusses the vulnerability of Jamaica's roads and water systems due to the physical conditions of the island, the absence of an integrated approach to planning and development control, inadequate mitigation measures, and lack of proper collection of data on the effects of natural hazards. Examines the effect of flooding and landslides on roads and water systems in Jamaica as a result of Hurricane Gilbert, 1988; the rains of May 21-22, 1991; and Tropical Storm Gordon, November 1994. Shows that recurrent smaller events are very costly, though they do not generate the same level of official response and media attention accorded more spectacular events.
