Abstract
Analyses the WTO-TRIPS and notes that while the establishment of the WTO has been heralded for the liberalization of trade, TRIPS is a major breakthrough in the defence of monopoly rights embodied in its extended protection for intellectual property rights holders. WTO-TRIPS also represents a step in the direction of a supra-national regime that could play a role similar to that played by the mercantilist state. The thrust of neoliberal reforms has led to a wide range of consequences. Not all of these have been liberal in the classical sense. The juxtaposition of neoliberal policy with the mercantilist project allows us to see some elements of the neo-liberal project more clearly.....
