Abstract
Core institutions of democratic governance - the electoral system, the executive, the legislative, the criminal justice as well as the political parties and civil bodies performed well in the past and established Jamaica as a leading democracy. Popular dissatisfaction with the performance of the system has grown and there is a widespread recognition of the need for Jamaican democracy to become more open,transparent, accountable and participatory. New laws, effective institutions and active enforcement of existing legislation which all act to facilitate greater transparency are vital to the process of transformation. ....
