Abstract
Outlines efforts of countries in the region to implement the recommendations made at the World Conference on Education for all (WCEFA) held in Jomtien, Thailand in 1990. The progress made is categorised under the two headings: identification of needs, and the achievement of targets developed for specific areas. With respect to the achievement of targets set by some Caribbean countries, outline the achievements in the areas of (1) expansion of early childhood care and developmental activities, (2) universal access to and completion of primary education, (3) improvement in learning achievement, (4) reduction of the adult literacy rate, and (5) expansion of provisions of basic education and traing in skills required by youth and adults. Ends with a discussion of the issues facing Caribbean education, which includes: (1) contraction in expeditures due to a high debt burden, (2) increasing numbers of youth at rist, often alienated and unemployed, (3) continued inequality in access to quality education, especially at the early childhood education, (4) lack of support for out of school literacy programmes and for lifelong leaning for adults, (4) a widening gender gap in achievement , and (6) the challenges of implementing genuine student centred methods of teaching.....
