The University of the West Indies and Caribbean tertiary level institutions: Increasing access, maintaining quality

The University of the West Indies (UWI) is supported by 15 countries of the English-speaking Caribbean and is the only regional university. UWI delivers its programmes on the three campuses, by distance education techniques and, to a growing extent, through regional Tertiary Level Institutions (TLIs). This latter mode of delivery was encouraged by a major internal study of the University's operations that recommended tertiary colleges should become close partners of the University. This article examines the need for greater articulation between UWI and regional TLIs, with particular reference to increasing access to students from the non-campus countries. The various forms of articulation that UWI supports are outlined and the uses of Associate Degrees discussed. The methodology used by UWI to establish an articulation agreement with another TLI is then outlined. The need to maintain the quality of regional tertiary-level education programmes is highlighted and the efforts being made to create a regional accreditation mechanism are considered. Finally, suggestions as to possible further developments in the regional tertiary education system are presented.....
