EU-CARICOM Free trade: Opportunity or Mirage?

Notes that despite more than two decades of preferential access to the EU market, the Caribbean Community (CARICOM) countries have failed to achieve export growth and diversification. Examines the potential costs and benefits of reciprocal free trade with the EU for CARICOM countries. It argues that the structural constraints that limited CARICOM trade performance under the Lome trade preferences will restrict CARICOMís ability to take advantage of free trade with the EU. The article concludes that unless CARICOM is able to attract sufficient inflows of foreign direct investment to relax financial, technological, managerial and human resource constraints, the potential benefits of free trade with the EU may not be realized.....
