Abstract
Argues that quality assurance at the tertiary level begins at the secondary level with the complete and adequte preparation of students. However, for many years the Mona Campus has been grappling with the problem posed by declining standards within the secondary system. The UWI experience with remedial students in English profiency is showing that they do not fare as well as those admitted with the acceptable level of profiency. Advises that over the next few years emphasis shoud be placed on lifting the quality of secondary level education rather than continuing the momentum of tertiary enrolment.....
