Abstract
Laments that the implementation of recommendations to advance labour reform necessary to address Jamaica's low productivity and lack of global competitiveness- level of training and education of the country's labour force- has not taken place. Suggests that the private and public sectors have demonstrated a recognition of the nexus between training, education and increased productivity and encourages them to broaden and deepen initiatives which will help create a productive workforce. Points to the need for legislative changes to allow non-unionized workers access to the Industrial Disputes and for the demonstrationn of mutual repsect among social partners....
