Abstract
Arlene Bailey offers a cogent analysis of Jamaica's efforts to develop and sustain cybercentres as part of a broader strategy for achieving ICT training and education. She critically examines what happens after the demands for physical ICT access have been addressed. How then will ICTs be used in the achievement of community development goals? Can an expansion in the number and quality of cybercentres help in facilitating focused and effective usageof the technologies? The central issue at play here is how the region can derive full benefit from wider access to ICTs and enable development in sectors such as agriculture, education and manufacturing among others.....
